Psychometric tests in Portuguese public competitions: what is actually assessed
Posted at 31/08/2026
Summary - Key points
- The test is not legally called a psychometric test. It is the psychological assessment, and since Portaria 233/2022 it is graded only as Pass or Fail. It contributes no points to the ranking list.
- Each method is eliminatory in the order it is applied. A candidate excluded at the knowledge test never reaches the psychological assessment — and that is where most candidates actually lose the competition.
- The points sit elsewhere: the knowledge test or curricular assessment cannot weigh less than 30 %, the competency interview less than 25 %. The psychological assessment enters neither calculation.
What changes once you realise the test carries no points
This is the fact that reorganises the whole preparation, and almost no guide states it. Article 21(2) of Portaria 233/2022 provides that the psychological assessment is graded through the classifications Pass and Fail. There is no mark, no score out of twenty, no way of climbing the ranking through a strong performance here.
Method | How it is graded | Contributes to the ranking? | Minimum weight |
Knowledge test or curricular assessment | 0 to 20 | Yes | 30 % |
Competency-based interview | 0 to 20 | Yes | 25 % |
Psychological assessment | Pass / Fail | No | |
Physical tests and medical examination, where applicable | Pass / Fail | No |
Our position at Fed Finance is blunt: spending three months drilling figure sequences and one week reading the legislation listed in the notice is preparing backwards. The psychological assessment is a filter not to fail; the knowledge test is where the competition is won. The full legal framework, including the 24-month validity of the result, is in our article on psychometric tests in the Portuguese civil service.
The eliminatory order, and why it decides everything
Methods are applied in sequence and each is eliminatory. A candidate scoring below 9.5 out of 20 on a method, or receiving a Fail, is excluded and does not sit the following method.
For a candidate without an existing permanent public employment relationship, this usually means: knowledge test first, psychological assessment second. Failing the first makes the second irrelevant. It is why candidates who prepared meticulously for the psychometric part are eliminated before ever sitting it.
What a psychological assessment actually measures
Panel minutes published by recruiting bodies show the pattern without speculation. For operational roles the assessment combines basic cognitive aptitudes with behavioural characteristics aligned to the functional profile of the post.
Dimension | What it measures | Link to the role |
Verbal reasoning | Understanding written instructions | Following specific directives, reading safety procedures |
Numerical reasoning | Simple calculation, reading quantities | Stock control, recording consumption, counts |
Abstract reasoning | Identifying patterns without verbal support | A general learning indicator, with no direct equivalent task |
Attention and concentration | Spotting errors under time pressure | Checking equipment, repetitive routines where omissions are costly |
Behavioural characteristics | Responsibility, collaboration, tolerance of routine | Teamwork, public contact, timekeeping |
Note what is absent: anything resembling a commercial personality quiz. The instruments applied are psychometric measures used under a duty of confidentiality, with the privacy of the material guaranteed against anyone other than the candidate. That is also why no site can lawfully publish the real tests and why the ones claiming to should be treated with caution.
About the "sample tests" circulating online
Many files are shared as tests from previous competitions. Two practical warnings. First, psychometric instruments are the property of their publishers and are not lawfully distributed. Second, and more important: even where the format matches, drilling the content does not improve a result that is binary.
What is worth practising is the format, not the content: understanding that answers go on a separate multiple-choice sheet, that each block is timed, that instructions are read aloud before the start and that you cannot go back. Half an hour with any general reasoning workbook removes the surprise effect. Beyond that, returns fall away sharply. Managing nerves the night before pays more than another workbook, a point covered in our guide to managing stress.
Where to spend the preparation time
Once the question is reframed not "how do I score well on the psychometrics" but "how do I avoid exclusion and win points where points exist" the allocation of effort changes completely.
Where to invest | Worth it | Not worth it |
Knowledge test | The legislation listed in the notice, and only that: this decides the ranking | Studying material the notice does not list |
Reasoning and attention | A few hours to get used to the format and the pace | Weeks of drilling to maximise a score that does not exist |
Behavioural questionnaires | Answering honestly and consistently; inconsistency is detected | Trying to guess the desired profile |
Competency interview | Preparing concrete examples: it carries at least 25 % where applied | Assuming it is a formality |
Logistics | Blocking out a full morning or afternoon and confirming venue and transport the day before | Allowing an hour and booking something straight afterwards |
Five steps before test day
Reread the notice of competition and confirm which methods apply to your situation: not every candidate sits the psychological assessment.
Check the legislation and subjects listed for the knowledge test, and study only those.
Do one timed block of reasoning exercises, once, to learn the format and the pace.
Confirm the venue, time and required documents on the summons, and block out the full period.
If you sat a psychological assessment in another competition within the last 24 months, check the notice to see whether that result can be carried over.
That last point is the most valuable and the least known: the result is valid for 24 months from approval of the final ranking list and may, within that window, be carried over to other competition procedures.
The career context: what is at stake
It is worth sizing the effort against what is being competed for. The general operational assistant career has eight pay steps in 2026, the first corresponding to the public administration base rate of EUR 934.99. The entry qualification is compulsory schooling, with upper secondary required for those born from 1 January 1995.
The career immediately above, administrative assistant, has twelve pay steps from EUR 1,035.63 and covers administrative duties including treasury and collection. The multi-year agreement in force provides for increases of EUR 56.58 in 2026 and EUR 60.52 in following years, together with a review of the general careers' job content in 2027.
For anyone hesitating between the two, the difference in selection method demands is smaller than the difference in career prospects. It is worth reading both notices before deciding. The rights attaching to the employment relationship, once obtained, are covered in our guide to workers' rights in Portugal.
Frequently asked questions
Are psychometric tests eliminatory in a Portuguese public competition?
Yes. A Fail results in exclusion from the procedure regardless of the marks obtained on other methods. It is a standalone eliminatory method, applied in the order fixed by law and by the notice.
How long does the assessment last?
It depends on the instruments used and the number of phases, both set by the panel before publication. In practice, allow a full morning or afternoon and schedule nothing afterwards. The summons states the expected duration.
Can I retake the assessment if I am marked Fail?
Not within the same procedure: the exclusion is final for that competition. You can apply to another procedure, which stands alone, and there is no national register of unfavourable results.
How do I know whether I did well?
You receive a classification, Pass or Fail, not a mark. Privacy is guaranteed against third parties but not against the candidate: you can request access to your individual result sheet and to the panel's minutes.
Are preparation books worth buying?
To learn the format, a general reasoning workbook is enough. To improve the result, no: the classification is binary and there is no score to maximise. The same time spent on the legislation listed in the notice returns far more.
